Assessment of Essential Skills Suspension Extended to 2027 – 2028
The Assessment of Essential Skills policy suspension was extended through 2027 – 2028 by the Oregon State Board of Education on Thursday, October 19, 2023.
During the 2021 legislative session, the Oregon Legislative Assembly passed Senate Bill 744 which directed the Oregon Department of Education to engage with community members and review state requirements for high school diploma options, as well as to review state requirements related to demonstrations of proficiency in Essential Skills.
Note: The Oregon State Board of Education’s extension of SB 744 applies to the Assessment of Essential Skills requirements for receiving a Regular or Modified Diploma and does not suspend the local performance assessment requirements for students in grades 3 through 8 and at least once in high school.

During the 2021 legislative session, the Oregon Legislative Assembly passed Senate Bill 744 which directed the Oregon Department of Education to engage with community members and review state requirements for high school diploma options, as well as to review state requirements related to demonstrations of proficiency in Essential Skills.
- Therefore, Senate Bill 744 suspends the assessment of Essential Skills requirements for Oregon's students through the 2023-24 school year.
- During the 2023 legislative session, the Oregon legislature passed SB 3, which addressed one of ODE's eight recommendations.
- There was no legislative action taken with regard to the recommendation to maintain expectations of proficiency in reading, writing, and mathematics within the classroom and to replace the Assessment of Essential Skills requirement with an alternative accountability measure(s).
- The current extension will allow for additional community engagement to better support the operationalize the remaining seven recommendations.
Note: The Oregon State Board of Education’s extension of SB 744 applies to the Assessment of Essential Skills requirements for receiving a Regular or Modified Diploma and does not suspend the local performance assessment requirements for students in grades 3 through 8 and at least once in high school.
- Though not related directly to assessment, it is important to note that Oregon’s challenging credit requirements and the Personalized Learning Requirements (education plan & profile, career-related learning, and extended application graduation) remain in place, as well.
